THE PEOPLE’S MAÑANERA — MORNING PRESIDENTIAL PRESS CONFERENCE — WEDNESDAY, SEPTEMBER 9, 2026

SUMMARY

2027 Economic Package: Well-being for the People
Without any new taxes or gas price hikes in the works, government well-being programs and public investment are guaranteed. In 2027, 1.1 trillion pesos (US$59.21 billion) will be earmarked for well-being programs. Under the Fourth Transformation, 13.5 million people were lifted out of poverty. President Claudia Sheinbaum explained that “there would be no point in generating more wealth if inequalities remain the same.”

Fobaproa: The Private Debt the People Continue to Pay
In 2027, a total of 48 billion pesos (US$2.84 billion) will go to the Bank Savings Protection Institute (IPAB), a legacy of Bank Savings Protection Fund (Fobaproa). Although 1.6 trillion pesos (US$94 billion) have been paid, the debt continues to be refinanced. Now, bank payments will no longer be tax-deductible. The President announced that “we will present a fully detailed report on how Fobaproa was created.”

Pemex: Never Again will it be a Petty Cash Fund
Under former president Enrique Peña Nieto, Pemex’s debt grew by 129.5%; under the 4T administration, it has been reduced by nearly US$20 billion. Pemex is now being supported in paying off its debt, and the debt is no longer charged to Pemex.

Security: Less Violence, More Peace
Intentional homicides fell by 53%—46 fewer each day. Under Calderón, homicides rose by 148%, a strategy that Sheinbaum described as “a state of emergency without declaring it as such.” Today the focus on the root causes, intelligence work, and coordination.

Sovereignty: Representing Only Mexico
Anyone aspiring to become president or a state governor must represent Mexico exclusively, without prejudice to those with dual citizenship. The President stated that “they cannot swear allegiance to two flags because they represent only one nation.” To govern is to defend Mexico.
