Mexico City, November 5th, 2013

We are aware that Enrique Peña Nieto’s government has offered contracts of “shared-earnings” in the oil field in Mexico to the company that you represent.

We would like to inform you that our Constitution does not allow the participation of private companies, whether they are national or foreign, in the national oil industry. Article 27 of this supreme law comes as a result of the Mexican Revolution that took place at the beginning of the 20th century; namely, our people fought to enforce our national sovereignty and on which fight, more than a million mexicans lost their lives.

The oil from Mexico, Mr. Tillerson, is not Enrique Peña Nieto’s oil, nor the government’s oil, is not even from the state, it rightfully belongs to the people and the nation.

So we encourage you to measure the consequences of establishing business with a government that seeks to violate the basic principles and the spirit of our founding law.

As you know, most countries do not allow any modification to the precepts originated by historical processes that deal with freedom, justice, democracy, and the independence of nations. Additionally, in the case of the Mexican government, unfortunately, political corruption prevails and, through immoral processes, the holder of the Executive Power controls most of the senators and representatives, and exerts a dominion over Congress.

Accordingly, the constitutional reform, which also includes modifying article 28 to privatize the entire energy sector, lacks legitimacy and the consent of the Mexican people.

That is why we timely alert you and the shareholders of your company, that signing these shared-earnings contracts, or investing in the refinery, petrochemical, gas, and the electrical industry, would be like buying goods without an invoice, something crooked, typical of piracy. Also, we inform you that most people would see you as an accomplice in an attack Our movement, Mr. Tillerson, is not in opposition of your business or private investments, as long as the sovereign right of our people and nation is respected. As you would understand, we are not going to sit back and allow the return of the past to cancel the future of our children and grandchildren.
