President Andrés Manuel López Obrador signed the National Agreement for the Federalization of Health Services, with 23 governors. The agreement guarantees that the IMSS-Bienestar program will serve 53.2 million people, thus reaching 80.2 percent of the population not enrolled in the health care system. To this end, 13,966 clinics, 707 hospitals, and an investment of almost 18.92 billion pesos (US$1.05 billion) have been made available. March is the estimated date for its optimal functioning.

President López Obrador is preparing a proposal to freight railroad concessionaires to validate a clause whereby their tracks can be used and more passenger trains can be put into operation. He indicated that if the concession holders accept the proposal, it will help fight climate change; otherwise, alternatives would be sought in the public or private sectors to promote passenger rail traffic.

The President of Mexico highlighted that the record number of workers registered in the Mexican Social Security Institute (IMSS) was superseded, with the figure topping 22.17 million affiliates. He also reported that tax revenues reached 3.3 billion pesos (US$180 million) as of October 9, 9.4% more than in the same period of 2022.

President Andrés Manuel López Obrador reported that the Influenza and Covid-19 vaccination campaign will begin in 15 days. He said the necessary vaccines are available for the campaign.

The Mexican government reaffirmed its respect for the government and people of Israel. However, he explained that “we do not want war, violence; we are for peace. We want the most important human right, life, to be respected.” The President mentioned that there is a Mexican plane in Tel Aviv to return its citizens; so far, 1,000 Mexicans have registered to return.
