*Universal healthcare and well-being in the field: first for those who need it most*
The Mexican government is advancing with registering the population and providing it the corresponding credential for the Universal Healthcare Service. The aim is to bring under one roof the IMSS, ISSSTE, and IMSS-Wellbeing services and guarantee care regardless of what healthcare institution beneficiaries are affiliated to. The credential will contain a digital clinical history and will be an official ID, with coverage for emergencies and specialized treatments.
 
The system will include a digital platform with appointments, records, and teleconsultations, starting in 2027 with progressive expansion. Registration will be from April 13 to 30, beginning with those aged 85 and older, at territorial modules, with a direct, orderly process without intermediaries.
 
*Healthcare as a right: historic decree and rescue of the public system*
President Claudia Sheinbaum announced a decree to create the Universal Healthcare Service, with the goal that any Mexican can receive care at any public institution, regardless of their eligibility. This model will streamline the system, save more lives, and advance toward true universality.
 
As part of this transformation, 80 out of 90 hospitals abandoned during the neoliberal period are now operational, turning unfinished work projects into units offering real services for the people.

The President questioned the methodology of the Committee on Enforced Disappearances report, pointing out that it uses data from 2009 to 2017 from only four states but projects the result to 2025, without considering the government’s observations.
Sheinbaum emphasized that the report confuses enforced disappearances by the State —typical of the Dirty War— with disappearances or abductions linked to organized crime, which distorts the analysis. The President reaffirmed that today the State does not engage in such practices and expressed solidarity with the families, highlighting new search mechanisms, maintaining international collaboration but rejecting conclusions without solid basis.
 
*Preventive health: massive vaccination reduces measles cases by 66%*
It was reported that measles cases have decreased by 66%, declining from peaks of more than 200 cases to fewer than 70 daily. This progress is the result of an intensive vaccination strategy, with 18.3 million doses applied between February and April. The campaign remains active nationwide, with thousands of modules deployed, consolidating vaccination as a central tool for prevention and collective protection.
