
SUMMARY
National Industry Protected, Jobs Safeguarded
President Claudia Sheinbaum and Minister of Economy Marcelo Ebrard presented the Industry Jobs and Tariff Package, which seeks to protect 350,000 jobs in key sectors such as steel, textiles, footwear, and auto. The measure applies tariffs by product, not by country, corrects import imbalances, and will have a minimal impact on prices (0.2%), with the goal of strengthening national industry and creating more jobs.
Record Investment and a Strong Economy
The Development Hubs are moving forward with public and private investment in key sectors such as auto, pharmaceuticals, and agribusiness. Projects are progressing “on time and on track,” and Plan México already totals more than US$297 billion in confirmed investments. The President emphasized that the economy is strong, there are no investment cancellations, and that maintaining the USMCA is key to continued job growth and regional development.
Water and Sovereignty: An Agreement Without Harm to Mexico
President Sheinbaum explained that the agreement with the United States regarding the 1944 Water Treaty does not involve delivering more water than is available, nor does it affect human consumption or agriculture in Mexico. A postponement and a new framework were achieved that take rainfall and real basin-by-basin availability into account, ensuring compliance with the treaty without putting Mexicans at risk.
Democracy and Popular Support for the Transformation
Sheinbaum noted that the people of Chile democratically elected their new president, prompting reflection among left-wing movements in the region. She stated that there will be no shift to the right in Mexico, because the Fourth Transformation has delivered results, has not betrayed its commitments, has reduced poverty and inequality, enjoys popular support, and maintains unity.
CECI: Dignified and Professional Childcare
In Ciudad Juárez, Chihuahua, the new model of Child Education and Care Centers (CECI) was presented, featuring safe and decent spaces, capacity for 250 children, and care provided by IMSS personnel. The goal is to build 50 centers in Chihuahua and 1,000 nationwide, aimed at working women —especially those in the maquiladora sector— and to strengthen child well-being and development.
Intelligence in the Service of Public Security
It was recalled that the Ministry of Security and Citizen Protection has been granted investigative and intelligence powers for public security and that, by law, the National Intelligence Center (CNI) has national security as its primary function. The CNI’s capacity has been strengthened, recognizing that the country’s main challenge lies in combating organized crime.
Electoral Reform: Democracy of the People and for the People
Sheinbaum announced that she will meet with the Presidential Commission for Electoral Reform following the conclusion of citizen forums and said that the initiative will be made public in mid-January 2026. She reiterated that the reform is based on a vision of participatory democracy, where candidates are elected by popular vote, and highlighted the review of proportional-representation lists, electoral and political party public financing, and organizational plans, with openness to proposals from the opposition.
Respect for the Autonomy of the Federal Attorney General’s Office
The President said that it is up to the Federal Attorney General’s Office (FGR) and Federal Attorney General Ernestina Godoy to inform on and explain the reasons for the criminal complaint filed against María Amparo Casar, president of the organization Mexicans Against Corruption and Impunity, for the alleged unlawful use of authority.
